The Secretary-General is the head of the Secretariat. He has custody of the seal and records of the Association. He attends and keeps minutes of all sessions and meetings of the Assembly and the Council.
The Secretary General may appoint such employees and agents of the Association as he deems desirable and prescribe their duties, such employees and agents to hold office at the pleasure of the Council; and may have such other functions and discharge such other duties as may from time to time be prescribed by the Council or the President.
The Secretary-General is a member of the Council ex-officio but does not have any voting right.
The Secretariat is the principal office of the Association. It is established and maintained at Jakarta or at any principal city in the ASEAN member countries as the Governing Council may designate.
Mr Paul Quan
Mr Paul Quan was elected Secretary-General of ASEAN Law Association (ALA) on 28 July 2018 at the 13th General Assembly held in Singapore. He previously served as Honorary Secretary of the ALA National Committee of Singapore in 2016.
Mr Quan is the Executive Director of the Singapore Judicial College. He also holds various appointments as the Regional Deputy President (Asia and the Pacific) of the International Organization for Judicial Training; Adjunct Associate Professor at the Faculty of Law, National University of Singapore; as well as a Fellow and member of the Advisory Board of the Commonwealth Judicial Education Institute.
Mr Quan read for a Bachelor of Laws at the National University of Singapore and graduated with First Class Honours. He then read for a Master of Laws at Harvard University and was the Dean’s Scholar for International Commercial Arbitration.
Mr Quan is gazetted an Assistant Registrar of the Supreme Court and a District Judge. He also sits as a President of the Subordinate Military Court. Prior to judicial service in Singapore, he clerked for the Chief Justice and the Court of Appeal of Singapore. He also undertook a stint as a Deputy Public Prosecutor at the Attorney-General’s Chambers of Singapore.
Mr Quan is admitted as an advocate and solicitor of the Supreme Court of Singapore. He is also admitted as a solicitor of the Supreme Court of England and Wales. He is the General Editor of Singapore Civil Procedure.
